A mystery film shoot somewhere in Germany 1947 (update: 1950 Simca Facel 8 Sport Farina in Paris ! )

Editor: in a way we would be surprised if this is Berlin, 1947. A large architectural structure (possibly Albert Speer ?) like what we see should at least show some war damage. Anybody who recognises the building?
Regarding the car which looks familiar, our memory is failing. Simca 1950?
