A Russian Racing Mystery (Upd. Bulgary ! / 1952 Ferrari)

For years Editor Rutger Booy has collecting postage stamps with a motoring theme. Most are plain pictures or drawings of identifiable motor cars, but there’s this one that has kept him mystified. We didn’t recognize the racing car and he can’t read the text (Russian??), so there was no way  to find out what this one signifies. But we’re sure one of you speaks Russian and can tell us the meaning of ɸepapu 1952 and/or Noɰa ’86. Tell us all you know!
