The Tour de France Mystery

Yesterday the 99th Tour de France started from Liege in Belgium with a prologue. But the real contest for the cyclists begins today with ahead of them the 3497 kilometers to Paris, France. We found this old photo from a previous edition of the Tour and have no idea about the cyclist or what make of car the team leader is driving. It looks like it is specially designed and has an Italian licence plate, probably from Varese district. Who can identify this automobile?
