Car Quiz Nr. 29: Who is the Man in the Navigator's Seat

Here’s a new challenge for our sharp-eyed readers.  The navigator on this day later became a very well known driver and winner of the Monte Carlo Rally.  No points for identifying the Tulip Rally—which this team also won, but not on this day.  And don’t be fooled by the American 1958 Chevrolet in the background.  It’s of no help.  There is a good hint in the number plate, however.  Any more hints would make the puzzle too easy.  So we will give extra points to any reader who can correctly identify: 1) the year of the Tulip Rally, and 2) the name of the driver, as well as the man in the navigator’s seat.
